In recent years, the physical quality of cement in China has attracted attention from many aspects. There has been a lot of discussion about the impact of using ISO inspection methods for cement strength and implementing new product standards on strength. Therefore, the requirement to improve cement quality has been put forward. In fact, this is only one aspect. Even if the standards are not modified, the quality of cement in China should be improved. Modifying the standards alone is not enough, especially in terms of application technical performance, which still needs to be given special attention. This article aims to combine the current development status and experience of cement and concrete technology in foreign countries, especially in Germany, to discuss the main problems and further ways to improve the quality of cement in China. The New Development of International Cement and Concrete Products In the 1990s, there was significant development in international concrete technology, including the development and application of high-strength concrete, high-performance concrete, high wear resistant concrete, self compacting and high-strength self compacting concrete, and textile concrete. Figure 1 shows the development process of concrete varieties. The recently developed high-strength self compacting concrete, also known as activated micro powder concrete, has a compressive strength that can easily reach or exceed 200MPa, with a water cement ratio between 0.15 and 0.20. If measures such as heat treatment and the use of other additives are taken, the compressive strength can reach 800MPa. In the future, it is even more required that the concrete surface should not show cracks, have high density, high impermeability, carbonation resistance, frost resistance, and chemical corrosion resistance, and have a long service life. For example, the pavement life of high load concrete highways should exceed 30 years, or even 50 years. By adjusting the characteristics, quantity, and compatibility of the five components of cement, water, aggregates, admixtures, and additives, concrete can achieve the required performance
